Added the dpopen helper script which allows you to do dpopen SOMEFILE as an alias to dp ext.
Added integration instructions for Perforce.

Fixed in this release

DiffPlug can now handle Windows short filenames (DOS compatibility 8.3 filenames)
- e.g. "C:\PROGRA~1\SOMEFILE.TXT"
When opening a file that no longer exists, DiffPlug now makes it easier to see what happened.
